The Partners Statue was sculpted by Disney Legend Blaine Gibson. A former Disney animator and Imagineer. He originally designed the statue based on a bust he originally created in the 1960s.

No. Do not stand on the concrete around the statue during Wishes. All that does is make you the annoying butt-wipe blocking everyone's view.
